12-6-05 Meeting

The meeting began at the usual time of 6:30pm in the Council Chambers with all members in attendance.  The City Manager, Jay Parrish and Public Works Director, Jim Hale, were also present.  There were no closed door study session items cited on the agenda for tonight.  The Mayor, Bud Leonard, addressed ceremonial matters when he read the "Proclamation in Recognition of Human Rights Awareness Month December 2005." The Council voted unanimously to approve the proclamation.  The consent calendar was next with approval of past meetings minutes, approval of the check register, approval of extending the local water emergency through December 20, 2005 and approval of the Christmas holiday schedule for the city employees.  An item was removed from the check register by Parrish as it related to an Edge Wireless bill they had a discrepancy on.  Council Member Melissa Marks had questions of Parrish to clarify the Christmas schedule.

The Council then voted unanimously to extend the franchise agreement with Cox Cable until March 30, 2006.  Next were the Special Call Items.  First was the approval of the pay request for John Petersen in the amount of $111,901.00 for the raw water intake project.  Second on the agenda was a review of a claim for damages submitted by a Rio Dell resident.  Leonard stated that the matter was referred to the City Manager.  Parrish then replied that since this was an agenda item and the citizens were there, they should be able to address the Council.  The resident stated that the water during this major water project ruined a large amount of clothes for their family.  In particular were the babies clothes, which are costly and were numerous.  The resident stated that they have been unable to get the stains out of the clothes.  They closed with saying that they are now having to do their laundry at the Laundromat since they couldn't trust the water in their own washing machine.  Parrish stated that the matter is being looked into.

Reports from staff were extremely brief with no real news to report.
