The President first. On Sunday, Oct. 11, President Trump posted on Truth Social: “Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!” (Truth Social post (mirror); CNBC, Oct. 11). Four days later it has not held: Russia struck Ukraine’s power system on Oct. 14 (26 power-system and four oil-and-gas facilities damaged, at least 600,000 people without power, per Zelenskyy), and on Oct. 15 Ukrainian drones set fire to Russia’s Ryazan refinery after Kyiv said it had paused refinery strikes for three days (CNBC, Oct. 14; Moscow Times, Oct. 15). Russia’s energy sector is burning too: Ukrainian drones set the Ryazan refinery ablaze Oct. 15 — the same day Putin told a Business Russia forum that recent refinery hits caused nothing “significant” and that Kyiv “shouldn’t have started it” (Fontanka, Oct. 15). Trump has also defended a deal to let Russian diesel reach the world market, said the Iran war will “end very quickly,” and claimed more oil is leaving the Strait of Hormuz than before the war — a claim that does not match Kpler’s tanker data.

This feature tallies energy infrastructure damaged or knocked offline in the Ukraine war (including the big fires inside Russia) and the Iran war, and what it adds up to for global supply. One note on framing: global oil demand is not outrunning supply — it is falling (IEA: −2.6 million barrels a day in 2026) because of price, but supply has fallen faster (−5.8 million), so stocks are being drawn down and the market is in deficit.

Russia’s energy sector under fire (1:41)

The fires. The video shows four: the Ryazan refinery (Oct. 15, RT footage; the governor reports a fire from the drone attack, the Defense Ministry says falling drone debris started it); a Moscow refinery (Sept. 20, CBS News); the Yug Rusi oil terminal in Rostov-on-Don (Oct. 10, NEXTA; governor confirmed a fire, the terminal was identified by ASTRA; not independently verified); and the Samara oil hub (Oct. 7, Social media video • unverified, Exilenova+ footage via NEXTA).

Putin, Oct. 15, plenary session of the Business Russia forum (by video link):
On the refineries — «Кое-куда попали. Ничего такого существенного, но тем не менее продолжают.» (our translation: “They hit a few places. Nothing all that significant, but they keep going.”) On Russia’s response — «Они начали. Не надо было начинать. Надо было, прежде чем сделать этот шаг, как следует подумать над последствиями.» (“They started it. They shouldn’t have started it. Before taking that step they should have thought carefully about the consequences.”) He added that Russia has “started to respond” and that Ukraine is now “squealing” over energy and other targets including data centres. Russian text per Fontanka, Oct. 15 and Life.ru, Oct. 15; the video uses RT’s English interpretation.

Putin, Oct. 1, Valdai Discussion Club: “They started attacking oil refineries and openly declared the goal of damaging our economy. Did they achieve their goal? Partially.” He put the cost at roughly 1% of GDP («примерно 1% ВВП мы потеряли», per Russia’s own estimate) (AP / PBS, Oct. 5; Interfax, Oct. 1).
